Ayr & District Pool league Constitution 1) Introduction a) The name of the orginisation is Ayr & District Pool League b) The league is formed for the purpose of promoting the game of pool and fostering harmony amongst its member clubs c) The league will organise area heats of local,County & where appropriate National championships & any other competitions that may be deemed to be beneficial to its members. d) Monthly meetings will take place on the 2nd Sunday of each month during the playing season,unless otherwise notified.All teams must be represented by a registered player,exceptions will be given under extenuating circumstances. 2) Committee a) An elected committee will manage the business of the league. b) The committee will have a Chairperson,Secretary & Treasurer,committee members will be elected at the Annual General Meeting (AGM). c) A minimum of three members of the committee will be required to constitute a quorum in order to conduct business. d) The Treasurer will provide a balance sheet at the AGM & a current statement as required at each ordinary meeting. e) Voting rights ar any meeting ( other than an AGM or EGM ) will be restricted to one vote per committee member. f) The Chairperson will have a casting vote in the event of a tied vote. g) EGM's can be called by any member of the committee who will give his/her reasons in writing to the Secretary.Members must be given two weeks notice of the date of an EGM. h) All cheques must be signed by both office bearers i) Any member who cannot attend the AGM can be elected to the committee by writing to the Secretary intimating his/her intention to stand for a committee post and by subsequent election by the members. j)Honorariums will be decided at the AGM. k) The members at the monthly meeting will decide any issues that require a committee response or action.If there are 2 or more proposals on any decision or issue then the voting system as per rule 2f & 2g will be invoked. 3) Membership a) League membership will be open to all teams who play 8-ball pool to blackball rules and their venue is within the boundary of A & D .The boundary is deemed to be within 12 miles of Ayr Town Hall 4) Registration a) All players must be registered & signed by the team they play for,if a player signs for more that one team the 1st team they play for will be their registered team. b) If a player requests a transfer to another team he/she must obtain permission from their team captain and then sign for the new team whose captain will submit details of the move to the league Secretary.No transfers are permitted after the start of the 2nd half of the season.In all cases a player has the right of appeal to the committee who will consider & judge on all extenuating circumstances. c) Teams may sign previously unregistered players on the night of any game apart from CUP games.This must be recorded on the bottom of the teamsheet on the night with name & address.Registration for this player will be £5 and must be paid at the next meeting.If teams play a player who has previously signed and played for another team under these circumstances the fine for an unregistered player will be doubled to £20 and result in the loss of the match for the offending team. d) The annual subscriptions for teams and team members will be decided at the AGM (£70 & £5 respectively) e) A £50 bond is payable and must be paid by the start of the season.If a team fulfils all their league fixtures during the season the bond will be returned to them. 5) General a) League games will be played on Thursday nights,Cup games will be played on Friday nights.The committee will decide venues for final stages of cups. b) League games will consist of 6 single frames followed by 3 scotch doubles frames & then 5 singles frames.Cup games will be 6 singles frames and 3 scotch doubles frames. c) All games will commence at 8pm and will require at least 2 signed players from each team to be present,1 frame shall be forfeited if less than 2 players from a team are present at 8pm.A further frame shall be lost every 10 mins thereafter until there are sufficient players to start the game.Games will be continuous and end at 11.30pm where the score will stand.(see rule 5d) d) In cup games,if the score is tied at 11.30pm a black ball 'penalty shootout' will decide the tie. Format for penalty shootout; each team will nominate 5 players to take part taking turns to pot the black ball from anywhere behind the baulk line.If after 5 shots each the score is tied then a sudden death shoot out will take place,the same 5 players will take it in turns from the middle of the baulk line until there is a winner. e) To supplement league income a levy of £2 per team per game will be collected at the ordinary meetings,this applies to league games only. f) A team can with good reason reschedule a game provided they have the agreement of the opposing team.The committee must be informed of any changes to fixtures. g) The league will play by the rules of the Scottish Pool Association.If any rules alter during the season the league will adopt these changes as soon as is suitable.The league can adopt local that are sanctioned at an AGM or EGM. h) All players must conduct themselves in an appropriate manner on the A & D website,if in the committee's opinion a player has posted anything which brings the pool league into disrepute or is threatening or abusive towards another player the person posting the comments will receive a warning from the committee asking them to detract the statement.If this does not happen the player wiil be asked to appear in front of the committee at the next monthly meeting. i) League meetings will be rotated between each league teams,this rotation will be in alphabetical per team and a fee of £10 must be payed for the right to host the meeting. j) Team managers for super 15's/11's will be elected at the December meeting. Anyone wishing to be considered for a position as team managernmust put his/her name forward by the November meeting. 6) Debt Suspension a) If a team folds in debt (owing fines,fees etc) to the league and at least 50% of the players move to a new team these players will be held responsible for previous debts incurred.debts must must be paid in full before they can play for the new team. 7) Protests a) All protests must be lodged with the Secretary by 2pm on the Sunday after the game involved.All protests will be examined by committee present at the monthly meeting who will make a decision thereon.Members whose team are involved will not be permitted to be involved in the decision. b) The committee have the right to suspend,fine or expel any team or team member who has breached any of the league rules 0r for any act which in the committee's opinion has brought the game or the league into disrepute. c) Cost of protest will be decided at the AGM (£5) 8) Competitions a) Only fully paid up teams and members will be eligible to enter any championships,knockouts or any other competition organised by the league. b) All cup competitions except Super/Consolation Cups will be subject to a £5 entry fee,Cup entry is compulsory for all teams. c) Sponsored cup semi finals and finals must be completed,cup payouts are decided by the treasurer.Any teams refusing to play these games out will be fined £20. d) After a draw has been made for a competition there will be no changes/substitutes allowed at any stage-except for scotch doubles and 2 person team competitions,when substitution of one player is allowed for the 1st round only(the substitute player must not be a player already in the draw) In addition any player drawn to play at a venue where they are barred can only play at that venue with the proprietor's consent,draws will not be altered to suit barred players. e) All competitors must be present at a declared time for the competition draw,in addition both players must be present for scotch doubles or 2 persons event A 15 minute window will be available to anybody running late for any event but a committee person who is at the venue must be informed. f) The league members will appoint a team manager who has the responsibility for selection of team members to represent the league in any matches arranged. g) League members will appoint a representative to Ayrshire Pool Meetings. h) All entry fees and or sponsorship monies for competitions must be paid in full to the treasurer in advance of the finals events. 9) Constitution a) Changes to the constitution can only be discussed and passed at an AGM or EGM. b) Any proposed changes to the constitution must be made at or before an AGM or EGM and must have a seconder.
